Pain was lieing to Jiraiya, madara is making pain capture all the tailed beast to suppress them into the original. spoiler… long ago the there was a ten tailed man/beast that had supposely infinite power with 5 elements fire wind lightning earth water. the ten tailed beast takes over the characteristics of the current 9 different tailed beast.
