Hey said that because suzaku is getting himself off on being self righteous. By being acting like the moral superior, the person with the perfect ideals, he feels better than those around him. In short, according to Mao, Suzaku is only pretending to believe in the things he does (the value of human life, etc.) so he can boost his own level of self esteem/happiness.
